If something is nerfed it's weakened. Making something stronger is a buff.

I am looking at it this way,, the cost of maxing out a small bomb ( currently level 6 ) compared to the amount of damage it does to level 7 troops,,,, is out of wack,,,, they either need to drop the cost or increase the damage,,,
because as it stands it is not cost efficient to even bothering to max out,,, yes people do it because to claim they are a maxed th 9 ,, but it still is not cost effective
big bombs and air seeking missiles do not need a buff

Air bombs are deadly where it matters, groups of minions.
Now small bombs are pretty useless.
They are fine, no need to nerf them...
air bombs are actually really deadly when they have the right situation: minions. But even group of loons won't come out unharmed with an air bomb if the attacker didn't bring heal spells, in fact, wizard towers + air bombs will be quite deadly to loons
small bombs in the other hand...
