Lol is there a TH1 in your clan or something?
There cant be any th1s or th2s in the clan. The minimum is th3 and lvl5. With th2 you cant upgrade your storages enough to get the 10K for the clan castle.
Th3s are not so uncommon. The only thing I could imagine is if you have a clan with half lvl5 players and half th10s but even in this case the matching algorithm should find a clan of the same average strength.
I think this is simply a bug.

We are just a normal clan ranging from TH10-TH8. No low levels.
It showed the message after about 30 minutes of search. Might just be due to an inactive time for search...
