Is a max attack too strong or is a max base too strong?

Just curious because I see all over people wanting more defense structures added, while others want stronger troops. What is the overall opinion of the general public? Are max troops just too weak right now, or is a max base too weak right now? Or is it just right? Please vote because I think everyone can benefit from knowing what society would like to be added in future updates.

Well most maxed experienced th10s cant 3 star a max th10 base. So i guess its balanced, unless you were meant to 3 star every base on clash.
