The way you would be determined worthy of being chat monitor would be that there would be an extra button when people tap your name that says vote. If someone taps it there would be a little screen that pops up that says "Should this person be chat monitor" with two buttons below labeled yes and no. It would only show up on global chat so you can't threaten your clanmates to get them to vote for you if you are a leader or co-leader. If the majority of people said yes, the player's username would then be sent to supercell with a message saying they applied for chat monitor, and it would then be up to supercell wheather the player would be promoted. The chat monitors would not get any special privleges like free gems or anything so applying would be a matter of wheather you want to help enforce the global chat rules. The chat monitors would have a button that would bring up a list of things they could be doing that are against the rules. You then need to select what they are doing. After you select from the list, it warns someone the first time, then prevents them from talking on global chat for a set amount of time if you press the button again. It will then send a message on global chat. For example: "12345 muted ABCDE for insulting players" The chat monitors will also have a different colored name on global chat so people can tell when they are on. There is also a report monitor button if a player taps the chat monitor's name so they can select a reason from a list and report them if they are not being fair to others.
