If you plan on upgrading your TH really soon and worry you won't get your tesla's done in time because they take so long to upgrade then you may want to start on them, but otherwise the wizard tower is a much better choice. Not only does it do splash damage but it is visible to your opponents which means it acts as a better deterrent than tesla's do.
WT. Teslas don't really get good until lvl6.

When I was TH8 I prioritized both wt and tesla and it was a huge help. Again I put a builder on each and a couple on each since I became th9 and wt finished much faster as they did with th8. I finally decided to put a builder on each tesla to finish them to 7 and they are close to finished finally. Both need your devoted attention but i have 5 builders so I could do other important things at the same time.

I would do Teslas, or you will feel like they never get finished as they can go as high as lv 6 at TH8.
wt since you are th8 but when you get to th10 level 8 teslas should be done as soon as your infernos are done
