Yeah that's a bit of a confusing reaction.
To report a player you believe has breached conduct then send a message in-game under Settings -> Help and Support -> the little square speech bubble icon in the top right.

To report someone in game you click on the cogwheel and there is an option on the top right hand button saying contact us. Click it. Write your concerns and attach the photo.
Neither mods nor supercell staff can help you re: this on the forums.
