These three statements alone should be the arguement against adding such a structures.

I like it. Would have a spot for villager to live and wander around.
I like the idea of them being 'base meat shields', but it is kind of callus to use the homes of your residents as protection for your own purposes. I can understand placing then around the walls of the castle-like base, because that's how things were setup in real life. You had a small fortified base, and the less immediately important, less valuable, buildings and land around the fort. You couldn't wall off ALL of your residents and farmland. It just wasn't practical. Having your houses next to your important structures, just so it gets wrecked first before the important stuff is a good way to make the residents hate you.
Some idea to make this logically less callus, and more effective is to add this to the idea.
- Gold and/or Elixir taxes/production (very small amount)
- Stores the modest production
- Can put in 1 to 5 housing units of troops each buildings
The first two on the list will also distract goblins, which helps with the proposed passive defence aid, since the buildings will have loot stored in them like the collectors and mines.
The very small troop storage will represent that your warriors are actually battle trained villagers, rather than some person that's is magiced up with elixir. They would jump out and defend the local spot when the enemy is near. Unless you can fit a wizard in there or something small housing space wise, they aren't going to do much versus a full on raid. But they would be a distraction, and could help redirect the attacking troops in a direction you would rather them go.
Housing troops this way would not change your army base capacity. They are on-call troops after all, but resting at home (or a home) rather than loitering around a campfire. When raiding, the last troops used would be from these passive defence buildings, so you don't have to refill them as often if you happen to not use all your units in a raid.
Something else I just thought of. Since not all houses are the same, you can either have different kinds, or you can pick between three or four options of make/tax gold, distill elixir, house troops, or do nothing. This will give more options of what kind of passive defence role you want the structure to play. It can just sit there, be a goblin lure, or be an enemy lure. Since it is not a specialized building, it won't preform nearly as well as the specialized buildings we have now. So they can't be used for passive resource generation or a second clan castle, since thier performance is so poor in comparison and so can't unbalance those factors.
I like this idea but rather than having two types of buildings, perhaps make it so the huts upgrade into the bunkers and gain an ability at that point.
It's already annoying enough when you get a 99% raid. The real skill in three starring someone is getting rid of the defences quickly enough, not keeping within the time limit. We already have walls, storages, Xbows, and the clan castle as tanks, I don't see why we need a new one whose only purpose is to make you run out of time.
