When upgrading defense, war troops have to upgrade at constant pace with defense.
Upgrading defense without upgrading war troops (hog/gowipe/gowiwi/lavaloon), would lure stronger opponent (same number),
and can caused your clan a big trouble. I have a friend that keep upgrading defense(th9) and his war troops is dragon lv3, no golem, no witch. He hardly can 3 star his own number at all time and drag the whole clan to cover his mess.
* x-bow should upgrade at last if you want to bully your same number opponent in clan war.

High level air defenses immediately cut off attackers with air troops. They will ignore your base for sure because this is the approach for all air attackers. Additionally, this is going to be great help in clan wars.
If you war, I would say, Tesla > Air D > Xbow. Teslas are your best defense against Golems and Pekkas, which you'll face a lot of. As a new TH9, you might also be faced with TH8's trying to dragon you, and if you can get at least 2 air defenses to level 7, dragons will struggle to even get one star on you. Once you get a few air defenses to level 7, you can start thinking about pointing your xbows down. They really help against golems, as they can lock onto a golem or hero early, and they have a long uptime to do damage on them. Other high dps buildings tend to get shredded in the path before they get a chance to do a lot of damage.
If you never war, I would say Xbow > Air D > Tesla. Xbows are a great deterrent. Since getting my fancy black xbows, my rate of sniping has risen exponentially. It also raises the amount of loot I have to show before people start seriously attacking me. Before my lv3 xbows were done, the second I showed 100k+ (so 1m of each resource), I would immediately start having giant based armies or high hero TH10's attacking me. They would generally 2 star +, getting 6-8 of my storages. Since getting my xbows, I generally have to show more than 600k combined (3m in each storage), or have max available DE + 200k+ of another resource before someone hits me for real. Note that I think Wizard Towers and Mortars are more effective for actually defending your loot against common farming armies, but I don't think they have the same intimidation factor.
Air Defense because it means you can probably sit a league higher than otherwise, and be less afraid of Loonion attacks.
If you war sometimes (I war 1-2 times / week), I would say Xbow > Tesla > Air D. You get a great farming deterrent, then you work on the highest DPS structures for a really strong war core (lv3 xbows + lv7 teslas is MEAN to attackers). After that, you work on air defense to help discourage Loonion (both farming and war).
Also, don't underestimate the intimidation factor of lego walls. I know the initial cost of TH9 is kind of high, but after xbows, I think people just really don't like to attack bases with black walls. I know personally that I tend to quickly next bases with legos +, and I've had to force myself to go back and actually evaluate the defensive capabilities of the base. For reference, I have ~45 legos. Enough for my core + a few sections. I use the extra ones to try to discourage attacks from some angles.

Also, doesn't having higher defenses attract higher level opponents for clan wars? Meaning, if you have level 9 walls and low defenses vs level 7 walls and higher defense you will face a tougher opponent since your defenses are higher? I don't think walls factor into that, or do they? Because for me, the problem I'm running into is that my "warring units" aren't as far along as my defenses, so I'm being matched up against tougher opponents and barely 2 starring my mirror opponent... Is this why?
Higher defenses do put you up into higher placement on the ladder. Walls do not I believe.
Pretty much any structure you update/max will bump you up (including collectors). Heroes I'm not sure, but they do have a factor though not quite as high as other structures in terms of placement.
So if your offensive troops/research are lacking, holding back defensive upgrades to work on something like walls isn't a bad idea I guess.
But if you maxed TH8's lab and have upgraded your CC, you should pretty much be able to 2 nearly any 9 anyway with Wipe so it really shouldn't be that much of an issue.
When I was a 9, I just upgraded as I saw fit and didn't really care where it placed me on the war ladder as I could 2 pretty much any 9 regardless. Even opponents with lavas weren't really a big deal as you do have access to jump spells and air attacks.
I didn't max my lab at TH8, I maxed all farming units and dragons and to lvl 2 pekka. I didn't even bother unlocking golems until TH9 as we were a farming clan primarily. However, we are all getting a little higher up now and are wanting to dabble in clan wars, however, we seem to be getting outmatched a lot due to lower warring troop upgrades. So, we are working on this currently, I just wasn't sure what they considered when matchmaking for clan wars.
The matchmaking system is pretty garbage, not going to lie. You will always be at a significant disadvantage vs your opponent if your troop lvls aren't quite up to par vs. someone's whose are.
If that's the case then I would take some time off war and get your troops a little more upgraded. That or you war for practice, but don't expect to be winning much if your offenses are weak in your clan across the board.
Matchmaking pairs based on your TH's, defenses, how long the search goes, etc. The longer the timer ticks from my experiences the greater chance of an unfair matchup. I try to never let it go over 20 minutes as every time I have the matchup has been incredibly against our favor. Matchups that only take 5-10 minutes to find are usually pretty balanced.
I do believe that the search grows broader as time goes on as it tries to locate a match. Again, this is just from what I've seen in my clan and various other war clans. May not be entirely 100% accurate.
Thanks for the heads up, and we already planned on taking some time off wars until we get our troop levels up higher. I have most troops maxed for TH9 (pekka going to 3 now) but still have most DE upgrades to do, as I have put my DE into my heroes. I guess I will have to change the way I do that....smh
Yeah, upgrading buildings will make you face tougher opponents. Things you can improve that don't hurt your match making:
Heroes - having one vs not having one will upgrade your match making, however, hero levels *seem* to be irrelevant. So, dumping DE on them will increase your offensive capabilities without being matched against harder foes.
Walls - do not seem to factor into match making.
Troops - your troop levels do not seem to factor into match making.
These are just my observations, so don't take these as holy bible, but I'm fairly confident in my assessment. Some things to help you 2 star TH9s before you get your golems up to snuff:
If your Balloons are close to level 6, get them to 6. With lv6 loons + lv3 minions (I neglected them for a long time), I was able to 2 star a lot of war opponents. The key here is to know you're not getting the 3 star going in, and then you can plan differently. Essentially all you're trying to do is clear a path to the TH, rage some minions at the TH (getting 1 star), and then use heroes to clean up and get the 50%. This gives you a fairly easy path to 2 starring well into TH9 development, with only one troop upgrade to do.
Once you have Loonion upgraded, you can start to work on your GoWi-X variants. The key here is to know that your golem is actually the least effective portion of your GoWi variant upgrades. Meaning, if you want to GoWiWi, you're better off uprading your Witches first. If you want to GoWiPe, you're better off upgrading your Pekkas (if you're like me, and skipped them in TH8). So, work on golems last. You can also make the GoWi variants work if you have someone in your clan with level 4 or level 5 golems (the difference between lv4 and lv5 is only 300 hp - less than 5%). Then you bring 2 level 1 golems, plus 1 level 4 or 5 golem, and make the attack work that way.
Once you have max'd war troops, you'll be able to 2 star any TH9, and 3 star some. 3 stars on TH9s are hard, though, if they're well upgraded.
