I went to th9 as a maxed 8.
All my new buildings are up the my maxed th8 level (air defense, archer,tesla,etc)
Wizard towers will be maxed for th9 in a few days.
Clan castle is upgraded
King is 10 and queen is 8
What do I upgrade next for defense?
Xbows to lvl2?
Teslas to 7?
Air defense to 7?
Walls are all skulls except for 25-30 that are legos

Since u maxed in 8, I know you are a good player.but First upgrade xbows to 3.
after xbow look at upgrade time and cost.bigger cost and time shows better updates. for example Tesla. It has max hit point between def buildings which shots ground and air. Also better against Pekka. Tesla's update takes long time so it is very important. Archer tower 11 has a hit point like xbow3! it costs a lot. This is a guideline.
I suggest upgrade Xbow->Tesla->Archertower->Wiztower->Airdef->Mortar->Canon.
just do not put all builders in one kind building
I am in a similar spot as you. Only difference is my new archer tower, tesla and air defense are still upgrading to TH8 levels and my Wizard towers are all lvl 6. I also have one x-bow going to level 2 and walls are all skulls, 10-12 legos.
I am assuming your spell factory is already level 4? If not get that baby upgraded.
If I were you I would get x-bows upgraded to lvl 2 at the minimum since lvl 1 x-bows are pretty weak. With the remaining workers I would get 1-2 started on your teslas since the upgrade time is so long and 1-2 on air D.
I don't like upgrading all air D at the same time because it is just begging for an air attack to 3-star you easy.
I would go with xbows, then teslas right after that. Xbows are really good at defending barch and bam, and I really like teslas because they do a bunch of dps and it might surprise the attacker to see level 7 teslas on a new th9.
If you are planning on maxing out TH9, and you are active in clan wars, I would think twice about maxing your defenses right away. Walls and heroes (especially heroes) will take a long time to max out. With a full set of lego walls and decent heroes, you will difficult for most TH9s to three star, but will draw significantly weaker opponents than you will with max defenses.
I am a TH9 with full legos, around 50 lavas, max defenses, and 21/25 heroes. If I could, I would roll back my xbows to L2, and would consider doing the same to my archer towers.
Just something to consider.
If I had to choose between xbows and teslas, I would probably work on teslas.

Yes my spell factory is upgraded
I have 5 builders
2 stay on offense(gold mines, de drills, barracks)
2 stay on defense and 1 floats heros to walls
Depends on your trophy range too:
Gold league:
xbow 2 > xbow 3 > teslas > air def
Crystal-masters:
xbow 2 > xbow 3 > air def (for balloons) > teslas.
I'm in crystal 2 at the moment.

X-Bows are IMO the best option for you atm..
@ L3 they are quite good! esp on Ground setting and still good IMO on Air dispite the 11 tile range. don't let those clowns try to convince you that they are an 'overrated Archer Tower' when on Air mode, it is a superior turret hands down, and shines on Ground mode with massive 14 tile range, and has Huge HP at max L3. IMO the best defense on TH9. followed by max-Teslas(speed DPS) and max-Wiz towers (Splash/air/ground)...
(for those nay-sayers, ask yourself this; if Archer Towers were as good as Air X-Bows? wouldn't TH8 be more 'Boss' and not so Whimpy?)
Plus the attackers SEE them, so they know right away what level they are and where they are located. and they will move right along if you have them placed well enough to repel those pesky T1 Barchers and the like. Teslas on the other hand, are a surprise when the enemy shows up in the spot they spring from. so its not as important to 'show their level' like X-bows/Walls/Wiz towers...but I still place them High priority for the long build time (and cheap relative cost-to-build time ratio...)
