Simply put once the balloons have traveled from O to A the distance between A and B; and the distance between A and C is equal, so its anyone's guess as to why they chose that target.
It could just be that because they are balloons and the prevailing winds took them south to begin with they just kept going that way :P

AI pathing isnt all that great in CoC.
Ive had balloons randomly swerve for something farther away rather than a defense right in front of them, its just the way the game is

distance could have been the same between both.. and troops decided to go for either they prefer or feel closest... even if they seem the same distance... maybe the way the map is made (2d) the impression of "closest" is biased by the "effect of 3d" of the map

The AI is pretty good for being developed by a small team of programmers. I honestly don't think it ever will be perfect. Let's just hope they are done with the major changes so we don't have to relearn the game again. If we have time with this AI we can get good with it, learn the quarks and have fun again.
