It's a shame that leave people with little mercy reasoning and creativity say no to such a good proposal, I'm not saying that punishment in full, also may be expelled without being punished. If not welcomed the idea , what a pity.

Leave hoppers alone!
This is a pretty bad idea, being punished for leaving a clan shouldn't exist.
Terrible idea actually.
I'm pretty sure only bad clans have problems with hoppers, and I am opposed to the idea of penalizing a player in any way for leaving a bad clan.
I've never been in a clan that had a problem, and honestly some of them weren't that great in the beginning.
How about some ideas on how you can make people want to stay, instead of having the entire game changed to force people under your rule?
1. Donate, Donate, Donate! Having unfilled requests sitting for any length of time is only acceptable when it's for a troop of a level that few people in the clan have. Also, high amounts of donations will attract new quality members.
New Idea: Do not allow new members to join while there are requests unfilled.
2. Chat! If your chat log goes back a day or more, you've got a problem. An active clan will roll over its chat every 20-40 minutes, maybe a couple hours while members are sleeping.
3. Serve! There is actual work to be done by the staff of a good clan. Elders, Co-leaders, and especially Leaders that do not help out should not have the title. Watch replays, offer advice, recruit, raise morale, keep the war numbers right, track who needs to sit out of what war for how long, start war matches on specified times, and of course, donate, donate, donate. The staff also needs to be available. If you log on twice a day, it's probably not right for you.
4. Listen! Pay attention to the needs, wants, and ideas of your members. Now, this is not to say you should do everything they think, but you should give them consideration.
5. NO POWERTRIPPING! Seriously, nobody wants a 13 yr old leader lording over them. One great tip I suggest is after you kick someone, post the rule violation (and you should not be kicking people who don't violate rules) so everyone knows that the removal was not an arbitrary decision. And don't go rule crazy. If you can't quickly explain the rules of your clan to a person, it's too long.
6. War! War is no longer the massive elixir sink it once was. It can actually be profitable! And it's a great and fun team activity. We once took a break from war for a couple days and I nearly quit I was so bored. Don't ignore the best feature of the game.
7. Clan Description. A clan with spelling mistakes in the description is going to turn off a lot of people. If your clan name is misspelled take the time to create a new one. So do some of the things people write in them that make no sense ("donate more than you receive" is one that is literally asking the impossible of your clan and will turn away people). "No bad words" almost always means a childish clan, and you don't have to write this in your description to have a clean chat. "No hoppers" is similarly pointless.
8. Be nice! Remember, your clan is strong because of it's members. And there's nothing to keep them from leaving if you don't treat them right.
9. Remove inactive players! If players don't have leagues, don't donate, or request troops, get rid of them. They're dead weight and they're scaring off potential new joins.
10. Quit? Not everyone is cut out to run a great clan. Sometimes you just need to realize you'd make a better member than a leader.
