I believe that the army size so that at max army camps they are at max level they will equal 250 instead of 240 because that seem like a more complete number and it gives u more troop options when raiding and warring.

250 just seems weird to be divided across 4 camps. 4 camps rather than 5 makes it symmetrical on a base, and makes it look cleaner. 240 is a good number to me, not too much to always destroy another TH of similar level, just enough to win and then some
There are 360 degrees in a circle because of the simpllicity in division.
There are four camps, and 250 is not a multiple of four, plus there are four barracks.
It needs to be in multiples of four
