You can depoly troops on obstacles/decorations. The only thing you cant place on them is the clan castle.
*facepalm*
Yes, it does let you spawn on decorations now, but for some odd reason it won't let you deploy your castle troops on one.

If the flag is sitting out in the middle of nowhere with no building/wall buffers under it, you can deploy on it.
