Ive been getting bored of th 8 recently, if i finished my archer towers and walls during the upgrade would my base be ok for a new th 9?
The only truly required items would be the archer towers and the hidden teslas. After that, you're good to go.
As soon are walls are done, move on!

it depends if you are in a war clan, farming clan or no clan.
if you are in a war clan like me. i do suggest maxing everything (including walls) is required.
if you are in a farming clan, just stay for a week then move up..
if you have no clan.. just rush yourself already so that we can raid you.
I completely maxed th8 except golems and valks and I go to th9 in 3 days..I can't wait, but I would say u r definetly ready..good luck!
Max your teslas and ATs first.
It doesn't matter, many have moved up with less and been just fine. Do what makes you happy...
