Under-levelled bases are easier to recover from, people are in real trouble when the don't upgrade their troops. I only see barbs and archers but they're level 5 so you should be fine.
I'm also a premature TH9 since I didn't read the forums and find out about the loot penalty until it was too late, but I've made it work... Here's the best advice I can give:
Don't bother with walls since yours are already L6 which is the "sweet spot" since it takes two L5 wall breakers to crack it. That doesn't jump up to 3 wall breakers until L9 walls, which cost a fortune. This is a great reference page: http://clashofclans.wikia.com/wiki/Walls
Sit and farm around 1400 trophies, since you are TH9 make sure you keep a good luck charm like a four leaf clover nearby and rub it before you start hitting next since at any trophy range, finding a decent base to attack at TH9 is terribly difficult.
Farm specifically for elixir until you have L6 barbarians, archers, and giants. They will give you that much needed edge over TH8 and will help you immensely for most TH9 bases. Make sure your goblins and wall breakers are level 5 too. I'd probably go for L6 giants first, but it depends on how you like to attack bases.
My philosophy for upgrading is how well the upgrade can deal with archers and goblins, since 90% of the attacks at 1400 trophies use those units heavily. Here's some information which will help you decide your upgrades:
1) Mortars at L6 can 1 shot archers which is huge. At L7, they can 1 shot L5 goblins which is also huge for protecting storages.
2) Wizard towers can 1 shot both L6 archers and L5 goblins at L7, which is huge. Getting them there is expensive and time consuming, though. L4 is the minimum needed to two-shot kill goblins and archers, so the inbetween levels only really help for thicker units (barbarians, giants) and I believe at L6 will two shot max level minions (although they are rarely used from my experience being attacked)
3) L10 cannons can 1 shot kill goblins, L9 cannons can 1 shot archers. Getting to L10 cannons is pretty cheap, but it's not splash damage.
4) L9 Archer towers can 1 shot goblins, L8 can do archers
5) Teslas have to be L7 to 1 shot goblins, at L6 they can do archers.
So for upgrade advice... I think you have L6 mortars, so your good there. L4 wizard towers are fine for now. I think you should start the long journey to L3 x-bows because well, people see L3 x-bows and even if you're at 200k/200k resources, you'll probably be skipped since you pretty much have to go all in to deal with a L3 xbow base. Once you get the xbow upgrading, go ahead and go for the L7 mortars since they are relatively cheap and upgrade fast compared to wizard towers. After that, go for maxing your wizard towers to 7. At this point, even with L6 walls, the only attacks you'll have is people picking off your townhall to trophy hunt and you'll get a free shield or archer swarms going after outside collectors. Once in a blue moon you'll get a real attack, but unless they start using rage spells, they will lose more then they gain on average from attacking you.
After that, go for the cannons and archer towers to their anti-goblin sweet spot, with maybe 1 guy working on the teslas since they take forever to upgrade. Once ALL your defensive buildings are maxed, then go for walls.
Goodluck! It's a long journey at TH9, but as I said above, once you get those L7 wizard towers/mortars and L3 x-bows, you will really reap the benefits of being TH9 since people will rarely attack you since it's so cost prohibitive (at least at farming trophy range)
