I'm not sure, but that would be a phenomenal idea....I would definitely take advantage of that!
I would guess that there hasn't been... since there isn't a boost for the lab to begin with how could it be discounted?
I'd wager that they'll never do that, gemming lab upgrades are probably a honey pot for the company selling gems to players who want to be stronger faster.
