Because a builder boost is complicated. The gem costs for quick finishing are high. This would make the boost cost high as well. Furthermore, with build times of two weeks the boosts would be largely in effective (unless you want to do something like boost for 2x speed for one week at a cost of 800 gems).
It would have to be pretty expensive because as it stands now, Supercell makes a killing when you use gems to finish a building. There's a video up on YouTube of someone spending $7,000 to go from TH1 to TH10. So if you use $100 worth of gems to just finish buildings, you are only progressing 1.428% of the way to max TH10.
I was thinking about the people like me that just don't have money to spend on the game u get 25 free gems from them gem boxes maybe give a 2x boost for a hr for 10 gems that will make it where people thdon't have the money to spend on the game a chance to build things where they don't get bord of the game
I think this is ruled out as
"Adding 2 builders on one building(boosting up builders) is ruled out"

Yeah but just because the purpose is same doesn't mean the result will be. Both ideas would decrease revenue from gemming completion. Only 1 idea has the potential to create a new area to generate revenue as people buy gems to boost builders. The other cost no gems to do.
Plus 1 idea helps players max faster in general. The other helps complete 1 building faster but the overall progress doesn't speed up much
Edit: Plus plus, reporting happy players are part of why customer support takes a long time. I said that it was in the list of ideas which means it's not in the list of ruled out ideas. That thread needs to be split in 2. The other big reason is that SC doesn't care enough about customer support :(

Also, this is same as the dilapidated version of the ruled out idea, about 2 builders on one structure.
So, I wanted to clarify it to moderators before it gets hectic.

This is the idea in the under consideration section:
* Add a boost option for builders (work at 4x speed for X number of hours)
This is the ruled out idea you are referring to:
*Assign multiple builders to one build/upgrade
I have no idea how you can look at the two ideas and think they close enough to be ruled out by proxy. Doubling up builders on an upgrade is fundamentally different to using gems to speed up the actions of a single builder.
Its like when u choose to boost barrack or use gem for completion
the boost wait little more but cheap price
example
boost a 8 hours army = 10 gem + 2 hours
wait 2 hours on barrack and gem completion of 6 hours army = 120 gems
