In all seriousness there already is. It's called leagues. You move up to high. Be concerned with not enough time. Just the nature of the beast.

Here's the thing - when I first started playing the highest TH level was 8. Yes that is correct - it was 8 (and the highest ranked player was Jorge Yao and there were no such things as witches, I can't recall when golems were introduced). I get that 3 minutes was enough time when the game was first created, but now we have TH9s and TH10s it only seems reasonable that as the game evolves then so do some of the game conditions, as we have already seen with a number of things....hence this thread.
Maybe people have misunderstood what I mean by "higher TH". For those that have not understood my original post (I think Spurs did), here is what is meant by attacking a "higher TH" with some worked examples:
Higher refers to the level of the TH you are attacking, RELATIVE to your own base, e.g.
I am TH9 attacking a TH10, I am attacking a "higher TH" (i.e. "raiding up" per the OP)
I am TH9 attacking a TH9, I am attacking the same TH level
I am TH9 attacking a TH8, I am attacking a "lower TH" (i.e. "raiding down" per the OP)
I am TH8 attacking a TH9, I am attacking a "higher TH"
I am TH8 attacking a TH8, I am attacking the same TH level
I am TH8 attacking a TH7, I am attacking a "lower TH"
I am TH7 attacking a TH8, I am attacking a "higher TH"
I am TH7 attacking a TH7, I am attacking the same TH level
I am TH7 attacking a TH6, I am attacking a "lower TH"
and so on.
Thanks. In answer to the question "Do you have problems if we only have 3 minutes for higher townhalls?" - not at all if it is the same TH level being attacked (eg TH9 vs TH9, or TH10 vs TH10 etc). Where I was proposing a modifier was where people bully a TH that is a lower level than their own (e.g. TH7 takes on a TH6 or a TH10 takes on someone who is not a TH10 etc.), or if they aim high by trying to take on a higher level TH (e.g. TH7 takes on a TH8, or a TH8 takes on a TH9 or a TH10 etc). At the end of the day I don't care if this is done or not - just trying to stimulate some conversation on the topic.
A TH10 should be able to easily smash a TH8 and most 9's well inside the 3 minute time limit, so in most cases a modifier would not be an issue. If however it is a close run thing then why shouldn't the lower TH at least get some benefit of having put up a valiant defence that took a TH10 all the way to the (old) time limit?
Conversely, there simply isn't the time for a TH8 to 3 star a TH10 (even if the base was a premmie and the defences were low) - with the lower hitpoints per second of the attacking troops, versus a greater quantity of buildings that have higher hitpoints, the TH8 (and sometime a TH9) can not physically get through the work in the time allotted. If a lower TH can take out the defences of the higher TH then IMO they should have a shot at a 3 star with some extra time rather than timing out as is often the case. This is assuming the troops haven't all died in the first 2 minutes - it is not often a TH9 can fight a TH10 for the full 3 minutes and still have troops alive to tell the tale so in most cases it would be a moot point per my OP.
