A TH 9 base for war

First of all sorry if this is repeated but seriously the search function throws threads that have nothing to do! Whatever.

I'm a TH 9 with maxed defenses, about to finish legos and royals going to lvl 22.

I got 2 starred :/ is it okay? I mean as a TH 9 I'm always going to be 2 starred? Obviously in some matchmakings I got 3 starred with maxed troops and 30+ heroes but isnt there a base to be 1 starred with more normal attacks? Like gowipe?

I struggle with the same thing, every war. My base always gets two starred, no matter what layout I use.
