probably because you skipped a mission. there are multiple paths you can take and if you skip a mission it wont show any stars above it. Look again closely
You missed a campaign, there are some bases you dont need to compete to progress, go back and check carefullyQuote:

It's more than just this achievement, I recently got Conqueror for winning 5,000 battles and received 20 gems...
