I am not at TH9 yet, so I am not sure of the situation there, but if you are barching, why would you need your heros? I would understand if you push for storages.
As for wars, I would do one at a time. Better then being without both of them for couple wars in a row. I guess if you do both, you can talk to your clan to pick a town hall lower level for attacks and fill stars for any TH8s that fail to 3 star and still be useful.
