Check out Exploited and Exploitation, in both clans gem use isn't permitted so there are some people who have maxed th9 and th10 without gems in there.

UnitySharp and Vinny from the Unity Alliance. Unity completely maxed out TH10 (and all of the other THs) with out using gems and Vinny did that as well but he is TH9 atm.
I know there is some other people who completely maxed out TH10 but I forgot their IGN
