By how much? It would be helpful to have some stats, here. Also, what are "cons" (the second to last word that you said).
"Inactive" is hard to determine. A better option would be to reduce or eliminate loot penalty on collectors and perhaps expand the overall cap from collectors. If you don't want your collectors raided then get online and empty them.
i think we can raid the collector for 75%. im sorry i think im selfish but the think is some inactive people could only be raided for 120k, so maybe make it 200k, dont know how to define this but what i mean is inactive poeple should have the minimum cap by 200k

If a player not active more than 1 season than pinalty from higher th attacking should be lessen
example a th 7 not active 1 season if th8 attack 100% loot th 9 90% loot
if 2 season then th8 100% th9 100% th10 90%
if 3 season th8,9,10 100% loot
so every season not active loot cap get +1
You want to increase the amount of loot available from inactives' collectors? That sounds like you're just trying to make it more lucrative to focus on barching than storage raids, when I think that the incentives should be based on properly taking a base down. Sorry, I don't think that the idea is a good one.
Yeah they do, maybe to help with the loot problem instead of giving us another level of collectors they merge the inactive bases back in. The influx of loot would be a welcomed sight for most.
Why would you want to lower the cap of loot available for inactive bases?
