Where did you get this information? If it hasn't been released on the forums OFFICIALLY, then it isn't confirmed.
If the tesla WERE to be on top of the town hall, which, to my knowledge, is a one year- old fan- made picture, then I suspect the developers would've already thought about a feature as crucial as enabling the town hall to target attacking troops, would they not?
