Stronger at the core.
The outside walls will be breached anyway so better to save the good ones for the end.
Stronger in the core is always better as most of the times wbs die killing the outer walls only. So, the remaining troops are slowed down while they try to reach the core due to higher level of walls :)
Depends on what base your using. Anti-hog and Labyrinth should have strong inner walls where as bases such as anti-barch should have stronger outer walls.
At TH8, I have 101 level 8 walls and 124 level 7 walls. I also think that it is better to have the stronger walls on the interior rather than the perimeter of the base. I have found the most success defending that way.
having strong outer walls can deter barching raiders from attacking so it all depends on whats happening to you the most
In general the core should be stronger, but if the walls span the point where the breakers you normally face will need to be upped in number (eg lvl 8 and 9 walls for x2 or x3 lvl5 wb) then there is an argument for putting the strong ones on the outside.
I am most often attacked by barch or mass archers along with a few giants if that helps
