it CAN
but it depends on the Base
Low to Mid TH 8? Most probably, yes.
I suppose it could, but I would highly recommend upgrading the Valkyries, bringing more WBs, and Getting some Golems whenever you can. Truth is that when all your troops are maxed, and when using Golems, GoWiVa / GoViz is the most powerful Th8 Attacking strategy out there!

Otherwise, I can give you a quick crash course as how you can use this strategy on a lower level TH8.
Step 1:
-Drop about 8 Giants on each side of where you intend your main attack Force to enter the base at: I recommend attacking from the opposite side as the CC, but that's merely a general targeted zone- sometimes it's better to go elsewhere. depending on the base.
(Keep in mind that you don't actually need to lure the CC either!)
When you drop your Giants, be sure to spread them out a fair distance; Not too far apart, but not too close together either. The purpose of the Giants are to serve as the tanks, and that means that you want all the defenses on that side of the base to hit your giants rather than your wizards/Valkyries!
Step 2:
-Deploy Wizards in a fanned shape behind each group of Giants. You would only need about 4 Wiz (fairly spread out) behind each Giant, but you may want to drop an extra wiz just in case, since Giants aren't nearly as reliable as Golems as Tanks due to their lower health.
The purpose of the Wizards are to help to clear away the outside buildings around the outermost wall; That way, the Valkyries won't disappear around the outside of the base which is a huge problem that most new Valkyrie users have. The Wiz will then turn into back up for the Valkyries after they're deployed.
Step 3:
-As soon as you deploy your Wiz, be sure to drop a pair of WBs in your targeted entry zone to break open the first layer of walls. By then, the fleshy insides of the base will be exposed and ready for the gutting of the Valkyries.
Saving your other two(+) WBs until after your Valkyries are deployed isn't necessary, but can help to release your Valkyries earlier on.
Step 4:
-Send in the Valkyries with the shortest path into the base where the WBs made the opening.
Keep in mind that these steps will go by rather quickly, and practice certainly makes perfect!
When the Valkyries have entered the base, they should do well as far as heading deeper into the base is concerned. Wizards will hep them deal more damage, and the rest of your WBs sent in by the pair will open the base even further for the Valkyries.
Step 5:
-By now, the CC troops ought to have been triggered already. If necessary, and even if not, I highly recommend dropping at least a Heal Spell Here! Be sure to focus your healing spell on your Valkyries with a second priority on your Wizards, and lastly your Giants! The Valkyries do well enough on their own for Tanking and are the main driving Force behind this attack, dealing powerful splash attacks!
If you're close enough to the core, or if you feel you need it to take out the CC troops, you can drop the Rage Spell! Be sure to use the Rage Spell to help the Valkyries bust into the core and take it out in a single foul swoop! When the core is gone, it's all clean up after that!
Step 6:
-At this point, all you should have left is your CC troops and 2-4 Wizards (depending on whether or not you used the extra two wizards or not). These will be used for helping to clean up the rest of the Base!
While Targets are distracted on other troops, whether they be left over Giants or Valkyries, you should drop your remaining Wizards and CC troops on those distracted defenses from the outside of the base!
Keep in mind that you don't have to save any troops, and can deploy everything including your CC right away, but I don't recommend it for tougher bases, as you'll need those troops safer in order to help clean up the base after the Core is wiped out.
-The way you worded your troop composition above made it seem like you don't have a third spell; But if you do have a third spell, bring another healing spell! Healing spell can help to heal your Valkyries (second priority on your wizards) up enough to keep them tearing through the base for that three Star attack!
Hopefully you should get that 3 Star attack! GL!
CC troop Composition:
-My recommendation for CC troops would be (if your Clan can donate such troops) to have a single Valkyrie and the rest Wizards (fill in the blank(s) with Arch)
-Otherwise, a decent second best would be all Wiz!

I wanna see a video never tried anything like this... In my CoC life I only used valks for like 5 raids as they were absolutely rubbish
The only Video that I have online is THIS one (credit to likkmebutt from my clan ), and it's a bad example, because I don't expect many people to go out tackling Bases like that, but it will at least show the raid and how to use it and such. Otherwise, The \/alhalla Files are an excellent source, though i've noticed they tend to focus more on higher level attacks. I'm sure there are plenty of raids available to see on there!
