I agree just a quick thing if they were clanless you could invite them, this would also make it easier to find your friends who don't have game center
Good idea but if this were to happen it would be terrible with all the people playing CoC it would almost be impossible to find someone's name due to the amount that play because just think searching Chief Pat, there would be thousands of results popping up unless they added an advanced search which allowed you to search pinpoint things about a certain player but idk good idea though:)

If there's someone specific you're looking for and you can contact them try to get them through their clan (if they're not part of one have them join some bad clan on global temporarily). And if you don't have contact with that person, you probably shouldn't be looking for their base :p.
