As always I think there is just one question:
- could you farm your TH level with ease? eg: In your case could you farm TH9 players with elixir/gold/DE benefit?
(elixir+gold+DE+league bonuses) - (Next cost+Army cost+spell cost)
If yes go ahead and upgrade to TH10. If no I think you should change your farming method to achieve the goal.

Also you should consider time in your calculations. how much gold/elixir/DE per day OR per hour could you farm?
Th trophy rnge 1600-800 is very nive and easy to maintain. I'd say once your core is made out of legos, though, you are good to go.:)
Prob get more hero levels. They destroy everything at high levels
It's your account, go to th10 when you want. Don't know why everyone gets so hung up on walls, if your defenses are maxed for you TH level and you're bored of farming walls then move up. I can 3 star any th9 when I have a real army built ( not my looting barch army) simply because I don't have to deal with the 3rd xbow or inferno towers.
I see plenty of th10s with L7 walls and L10 heroes but with 2 infernos fully active I hit next. I'm kinda same boat as you. I'm almost a maxed building th9 only thing I have left are 3 WT and aricher tower and couple of more collectors. BK is upgrading to 14 and AQ is going to 13. If it wasnt for the L12 collectors I would've started my th10 upgrade since I didn't want idle workers. If you haven't already I would recommend at least maxing out your elixir building upgrades (DE drill and storage, barracks) you're going to need that elixir for troops upgrades and camp upgrade so best to max them out now.
