When to upgrade town hall

I was wondering when the best time to upgrade my town hall to lvl 10 is.
im max th9 defenses, 230 skulls and 20 Legos, and both heroes are lvl 12. Im currently trying to find somewhere with loot but havent had any luck so far.

Some people would say all legos, others would say lvl15-20 heroes. But at this point go up whenever you are bored, but do as many walls as you can while you are th9, as gold/elix accumulation becomes harder as a th10 but de becomes significantly easier for heroes.
For a th9 you want to be at least c3-c1
For a th10 you want to be m3+, but some have a lot of luck in c2-c1 as a th10.

Its an interesting debate and one where I'm in a similar position

I've decided to stay at th9 as I need the farming resources to get my walls to level 10

Although workers will be pending, I rely on the resources of 200K from TH8s at around the 1500 to 1700 range.

The jump to TH10 I believe reduces this loot by 40% available

So if a th9 attacks a th8 there is a 10% loot penalty. So they must have around 220K available in total.
If I was a th10 base attacking this base it would be a 50% loot penalty and the resources available would be 110K approx.

This is using a BARCH attack method.

Both have pros and cons so the decision I believe is up to the individual!

Max all structures not just defenses.

Walls, and DE upgrades are debateable but max everything else.

The urge for th10 gets stronger everyday... Upgrade when you cant hold yourself back. I strongly recommend maxing all structures and troops aside from walls and heroes.

Get more legos and get both of your heroes to 15?

Big chunk of my loot as a th10 came from storage raids, mid level heroes certainly was handy.

my advice, consider doing your royals to 20 and then upgrade.

If is a never ending debate with no right or wrong answer.

Almost everyone will say max your buildings [everything except heroes/walls/lab] at that point though there are pros and cons to consider.

Pros
*No more sleepy builders.
*No idle lab. [This one takes longer to reach but can also happen if you stay TH9 a long time]
*Inferno which are a supreme raider deterrent.
*Extra gold mine / elixir collector / dark elixir drill.
*Better equipped to trophy push, dark elixir farm and farm high leagues.

Cons
*Lose TH8 as a farming option.
*Lose protection from loot rules [right now a TH10 can steal max 2,250 dark off you - at TH10 it is max 3,000 dark]
*Gives you time to focus on walls / heroes without distraction of TH10 upgrades.

There are probably many factors I missed too. One that cannot be rated though is game enjoyment, end of TH9 grind bores some clashers to death; while others thrive under it.
