I won't ever do this because it's boring. Same reason I won't use any other forms of ch3ating, it isn't a moral compass it's experience playing games. When you find a game that you want to win so bad you are prepared to do organized ch3ating the last thing you should do is actually find work those arounds. Trust me boys finding a great game to play isn't easy, enjoy the challenge. (I know, if you can do it then it's not ch3ating, but it is still a work around)
I think most people(silver through crystal leagues) do have their Town Halls out. The matchmaking system just makes it look otherwise.
I recommend you look through your defense/revenge list to get an idea of how many people actually have their TH out.
And while you're at it...look at their loot. I would bet its more than most possible targets you come across for attacking.
You would never get everyone to cooperate.

Because i leave my town hall out and very often i get a "Free shield" i do not always ride out the shield .....in fact many times i will cancel the shield, play for a few more hours of farming (i farm enough loot to cover both losses, at a minimum) and then logoff again.Quote:

This has been suggested many times. In fact you would not be staring at clouded because of lack of bases to attack. There would be all the inactive bases that are at the back of the search queue. They would find themselves at the front of the search queue and everyone would make loads of money....problem is you could never make it happen.

It could work yes, but as people have said every single time this has been suggested, very few people are on the forums. Also, competition helps make gaming more fun.
