There are quite a few new or rushed TH9 which makes for easy pickings for a mid TH7.
Some things OP seems to be forgetting.
Lower troop costs, smaller camps, and thus shorter training times. Even if barching, 200 lv5 costs less than half of 240 lv7.
200 lv5 can still make a dent in a reasonable th8, wheras unless using big heroes or loads spells, 240 lv7 are only going to tickle the edges of a comparable th10.
If (god forbid), you see a th8 inactive/collector raid, the th8 will see 100% of it, the th10 only 50%.
The higher league bonus farming of the higher town halls is our way of getting around this. Less nexting past THs too low, and a substitute for loot that isnt there or cant be reached. Not ideal, would much rather see loaded th9s, but theres not enough to go around.
In short, the increased offensive power of any higher TH, is usually more than compensated for by the higher costs, and reduction in viable targets due to loot penalty.
See? Not just another th10 saying 8s have it easy, a proper explanation as to why.
