If you don't find a 20% reduction in loot below the cap to be significant, I won't argue with you. I personally find it to be a nontrivial nerf. As an example, if my real life income were reduced by 20%, I would find that to be significant. On the other hand, I agree that even post-nerf farming is still viable.

Agree with Hannibal, 20% reduction in real life is nightmare.

20% loot reduction means either 'more Next' to find right village or 'lower the criteria'.

From my own experience, I found and raided from inactive village more and more often. I believe it is because I press more Next and people spend less time playing.
