The lack of upgraded collectors is a serious problem. While I am not really in favor of forcing people to upgrade them (as has been suggested in some threads) I would like to encourage people as much as possible. I would like to see an achievement added. I don't know what the first level of the achievement should be, but the 2 star should be for having 12 level 12 collectors and the third star should be for having 14 level 12 collectors. The third star should have its requirements upped every time new collectors or collector levels are added so that it always requires being maxed.
The other thing is that no collector upgrade should ever be longer than a single day (and even shorter wouldn't hurt). Long upgrade times are definitely one of the reasons people don't upgrade collectors. Any addition things we can think of to encourage collector upgrading is also welcomed. Perhaps having all the collectors maxed at your level would give a bonus to their collection rate. For example, if every collector is built and maxed for your level than all of the collectors gather 15%, or 50%, or even 100% more resources (that stacks with boosting). Whatever it takes to get almost everyone to max their collectors.
While I am not a fan of punishment in general even a punitive measure is better than nothing. Perhaps not having your collectors all built and maxed would result in an increase in the percentage of your storages that could be looted. This would make building and maxing collectors a high priority right when you get to a new town hall level as it would result in a decrease in how much is taken from you when raided.
I prefer the positive reinforcement over negative options, but whatever is takes to encourage people to build and upgrade all their collectors should be done. The vast majority of the loot in this game comes from the collectors of the players. Not having them upgraded is a huge problem, but under the current system having your own collectors fully upgraded just is not rewarding enough because raiding pays the bills for active players.
