You made the same mistake that nearly everybody else who has already posted this idea has, which is how you are thinking of the Heroes. Hero altars are unique in that they are the only buildings with direct defensive and offensive capabilities. Because of this, they have to operate within the standards set by both defensive and offensive structures.
In normal play, this means that they don't work at all while being upgraded. Normally, defensive structures can't defend while being upgraded, so neither can Heroes. In the same way, offensive buildings (barracks and spell factory) are unusable while being upgraded, meaning that troops/spells can't be made. Same with Heroes.
During a Clan War, defensive buildings are given an exception and are functional while being upgraded. This is only because there is a separate village used for wars. Meaning that it is possible to determine what is being used in the normal village and what is in the war village. However, offensive buildings remain useless while being upgraded during a war. If your spell factory is upgrading during a war, you don't get to make spells to use in war. This is not some great change, but in fact is normal operating procedure. The same thing applies to Heroes. It is like this because there is currently no way to determine which attacking items (troops, spells, Heroes) will be used for war, and which will be used for normal raiding.
So, in order to allow people to have Heroes available for war while upgrading, every offensive war item would have to be made separately. This means that war villages would have their own armies and spells, and would essentially be independent of the original village. Before anyone claims that this is a solution to the problem, I would like to point out that this would destroy the purpose and concept of Clan Wars, because now it wouldn't be your village going to war, it would be some random village with the same exact stuff as yours. Which does make a difference and is conceptually important. Also, this would require massive updates and would double the server load.
Until you can think of some kind of solution to the problem, please refrain from posting. As the name suggests, this sub-forum is for IDEAS & FEATURE REQUESTS, not for random complaints that offer no solution. As this is your first post, I assume you are new to the forums and I invite you to spend some time looking around. I think you will find many of your ideas already have plenty of threads open for discussion, and it is always better to add onto an existing conversation.
