I think you'll find number 5 isn't ruled out.

All of these ideas except for the emblem one (I think) are ruled out.
Here's a list of why they're bad ideas:
1) Too OP. Max lvl player with full storages would get peppered with loot donation requests. Kinda defeats the purpose of raiding because you can just convince someone to constantly donate resources to you.
2) Like a private chat? People would not like this as some coleaders and leaders will just shut themselves off and chat with each other, ignoring the other members and a bunch of other reasons.
3) People could betray the other clan and tell the enemy the clan's battle tactics so the enemy can prepare for it. There could be bribes and underhand deals but also foul language, blackmailing, etc. So any child-friendly clans will not like it.
4) Again relating to the child-friendly thing, people can make an inappropriate emblem, etc.
5) Already implemnted in BB and what if the troops are damaged? Get decreased health in next battle? That's a lot of stuff for the developers.
6) Invasion of privacy. If someone doesn't want to be known to be online then they ought to have the option to not.
7) Too OP. Give a TH4 a lvl5 rage spell to destroy a base in seconds or some irresponsible, new TH3 a freeze spell so they can plonk it on a builder hut (sorry if that was offencive but who knows, it can happen).
8) Too OP again. If someone had 5 builders, they can assign all of the, to one upgrade and get the job done 5x as fast.
I think it could be said more nicely but yeah everything after number 1 is ruled out. And for number one it is ruled out for the exchange to be in game. But since you said money I will mention that if you want to buy gift cards for all your clan go ahead and knock yourself out.
And nobody is a ♥♥♥♥. C'mon guys, sweeten up.
A new, probably not so new, idea for a future update: develop a new multiplayer campaign for th10 so that players that have hit the townhall 10 ceiling have challenges and can progress. This could come in the form of a new single/multiplayer campaign that starts at townhall 10 and progresses to townhall 20. It would remove the high level players from the rest of townhall levels and benefit both low level and high level players and challenge the high level players. As of today, high level players are inhibiting the progress of townhall 8 and 9 players and it is a real detriment to the quality of play. The point of clash is the challenge to progress, but townhall 10 players are "piling up" and without any real challenge they are turning high level play into a very different experience for all lower level players.
