Change in loot penalty
After thinking about the loot crisis for a long time i came up with a simple solution for this. As a advance to higher town hall levels i find that there are less and less loot. Most people would be like " you must be a premature", but the fact is that i maxed out my base on every level except walls. As i made another account, i found out how good the loot in lower levels truly is. The problem with clash of clans now is the fact that there are too much loot in the lower level people and not enough in the higher levels. To counter this they should remove any loot plenty on the collectors and pumps. The current loot plenty reduce the amount of loot that's allow to be stole from both the collectors and the storage. So when a th9 see a th6 , they would only be able to steal 50k of each resource instead of 200k. While the loot penalty on the storage prevents the higher level from picking on the lower level, it's pointless to put the penalty on the collectors and mines. The source of the loot crisis basically starts from this source. Resources are being wasted because in the lower levels, there's so much loot and you are limit in the amount of storage, so resources are always wasted due to constant overfilling of storage. The clash of clans economic relies on inactive people because if everyone is active, they will spend all the loot and the will be no loot to raid from. Most inactive are low level because they aren't active enough to advance too much, so in higher levels more people are active and there are less loot. Supercell tries to fix this problem by introducing a new mine level, but they are heading the wrong way. A increase of 500 production per hour isn't going to help most of us from saving up that 8 million gold upgrade. Plus most of the people who are upgrading the collectors are the active ones, so they will be spending the resources as they get them. So to fix the shortage of loot in higher levels, they should remove the loot penalties of mines and collectors. They will balance the game more by taking the unnecessary amount of loot from the lower levels who have too much loot and give it to the higher levels with too little loot.

Anyway, I don't believe that will fix the issue. If the resource buildings were not affected by the loot penalty, higher level people will wind up just wrecking the whole base, either by 'accident' or on purpose for the trophies. Lower Town Hall people just have no hope of withstanding such attacks. I'm personally lucky I can fend off just some of the raiding attacks from someone two levels higher than me. Having anyone else higher, and I'll just get over killed with no way to defend it, and that's never fun.
Removing the penalty would just increase the competition for what is there. Higher level people will take more of the loot, and the lower level people will be stuck with less. It would also encourage people to drop trophies to farm resources in those lower levels. The idea of someone 4-5 Town Hall levels higher than thier targets preying on bases would just not feel fair, especially for those active people at that level. That would just seem scary, to view the base of whoever attacked you with troops so strong, it seems like a hax.

Lessen the loot penalty if a TH goes into a higher league than it should. So if you are a TH7 pushing for masters, be prepared to pay a price for that with a reduction in the loot penalty.
I would also support an increased penalty for TH's that go to low in leagues. Like a TH10 in silver for example... increase his penalty.
