Would be really cool if the Layout Editor also allowed you to test your base against different types of attacks to see how it performs, whether the traps are set in the right spot, etc. This option would allow you to create any troop and spell formation you like, including the level of those items, but would be limited to the max army camp capacity.
I like this.
It could be balanced by having to pay for the troops and spells. But I would love a way to attack my own base, test pathing, bomb locations, ect....

I believe the reason they haven't done it is that it would be open to sandboxing and people could build a war opponents base and test it out until they find a winning formula and then go ahead with an attack proper. I feel the benefits outweigh the downsides however.

It is ruled out, and for good reason. It's a terrible idea that would break the game.
Just re-create a war or revenge target's base, and practice against it until you have it mastered.
It's also been posted over and over again...
