With their very small storage capacity and further diminished loot from town hall difference formulae, I don't think noobs are the targets. The noobs are used to dump trophies on, so if you go down there and start taking their trophies and some resources, I don't think you will be doing them any favours. with around 3 000 000 ( or more) players, I don't think your efforts would go very far.
