I would do both heroes to 15 at least.
I was thinking the same but it's been such a dam wait lol I was mainly thinking about the walls as well

Do your walls and heroes now. Get both heroes to level 25 and all fire walls before going to town hall 10.

Definelty get your heroes up they help a lot, a had mine to level 20 when I went up. And make sure you max your lab as well.
I say make ur hero's lvl 10 atleast and dump all resources on walls in the mean time.
