Yeah, just the other day I raided the same base twice in less than 10 minutes!
I searched, returned home, searched again, and got the same base those two searches (only a couple skips).
At sub 200 you can find the same base a million times.
In low (or high) ratings this is common. I remember hitting the same base 3-4 times over, in a row, back in the days of sub 100 farming. Wasn't all that rare either, even if it didn't happen every day.
