I don't think I fully understand your question, but there's no minimum level . . .
There actually is. Barrack lv3 still can't boost yet. Not sure if they could before but they currently cant
There definitely is a minimum level to be able to boost your barracks and I believe its 5? correct me if I'm wrong.
