It is an interesting idea but I think that it is unlikely to be implemented.
This is because SuperCell will have more pressing concerns and also the Clan Tags have to be unique which is much easier if they are simply assigned to you. In addition, it is not that important in the grand scheme of things.
However, the idea of being able to search for friends and others by their own personal Tag would be great, as long as there was no ability to attack them from that, otherwise you could continue to attack the same player.
