I'm a maxed out TH 9 except for my heroes. My clan would like me to move to TH 10 but I want to wait until my heroes are at least level 15 each. My base does well in war...It defended lev 4 dragons. So what do you think?

Dont listen to your clanmates. Leave your clan and find a better one.
To note levl 4 dragons dont do sh*t to th9. Your aim should be to hold up against gowiwi and gowipe

if you can wait it out to max walls, then it shouldn't be a problem for you to lvl your heroes to at least 20, go for them :)
If your Defense is maxed and your main priority now is heroes go to TH10.
Extra drill, more troops, stronger troops to raid those dark elixir storages in the core of any base.

dark elixir gets easier to get at each th level, get them to 15 each, move on
