That really depends. I mean if you are th 9 with th 6 walls I'd say you have an issue. But I wouldnt hang out at th 8 just to get all my skulls provided you have at least all purple...
Keep in mind the higher levels will either fly over your wall, use a load of wall breakers, or jump spell. So in the end wall's don't matter THAT much. But they do matter.

Here are my two cents:
I greatly admire those that stay at Th9 to grind heroes and walls.
I didn't do it. I planned to do it with my more active account. I even had lazy builders for awhile after defenses were maxed.
But I have a less active account, too, that I play on a WiFi only iPad nights and weekends. After I maxed defenses and finished pink lab upgrades, I decided to go to th10.
I knew that I would not have the time to rapidly grind walls. It was my less active account. So I decided to play the long game of the casual player.
Now, in the same time frame I could have farmed legos and heroes, I instead have max teslas, wiz towers, infernos, mortars, etc. I have 275 size army. I have max wiz, pekka 4, about to get archers 7, max gobs (I love those little green guys), etc. Oh, and my freeze spell is lvl 2.
I win every defense whenever I go to trophy mode. Snipers with zap spells loaded don't zap. I rarely get a shield in trophy mode below masters.
And I am working on walls and heroes. I only have 80 million total exilir upgrades left (building or lab), so I started legos before I finished my skulls. I suspect legos will go pretty fast.
So I took my more active account up after seeing the reality of th10 loot. Sure nice winning defenses in masters all the time.
TL;DR th10 is not too bad for anyone used to the loot changes at a lower level. Grinding walls and postponing infernos may not be the best strategy in the current era. I didn't play long before the great loot change.
If a casual player can cruise through maxing a lot of th10.....
I'm a bit late to the party here, but the way I look at it is: I'd rather wait extra time once everything is maxed in order to max walls too, than to have max defences at th10 and have lower level walls. If you are in the later situation, the vast majority of people will give up when they see they have 4 or more levels to go on hundreds of walls.
Superken's champion base proves that wall upgrades are not necessary. He had a bunch of defense wins in Champions!

Look either way anyone tries to paint the picture, slice the pie, or whatever, the root of the argument is going to comedown to me saying that people who don't max their walls at each TH level are lazy and you saying that people staying at their TH level with lazy builders hopelessly grinding walls are stupid. So, let's all just agree to disagree on this one and let the debate, and all future debates at that, die. Shall we? To the OP, do what you want man. We'll all make it to the end eventually on our own terms.
Yes, it is worth the exhaustion but not absolutely necessary to die doing it.
It is well worth it, but do not let others dictate your gameplay. Play it the way you like.
