Is it necessary to lure the enemy cc when using gowipe or gowiwi? I didnt lure before, and it was pretty effective for 2 stars, but lately, I'm only getting one. Any suggestions?

For a GoWiPe I don't usually lure the CC. I just bring a lightning along. That usually takes care of the the problem as the wizards will kill the remaining CC troops.
Lure or lightning. But not leaving your troops to do it mid attack.
Lure not necessary and especially if you use GoWiPe......non lure will get your pekkas to get on task, get central and avoid the round about.
Some keep a lightning for weaker troops....which helps in certain instances.

Depends on troop composition and spells. If you get pekkas stuck against a CC witch or wiz with cover, then you're pekkas are going to die, take lightning. If you are using witches, generally the skeles will provide cover for your other troops to kill the CC troops, and I use rage to speed that up. The other miniature advantage of not luring is that whent he skeles and pekkas aggro, they'll head straight for the cc troops that are usually in the centre, helps get them where you want (if you want them there). Two stars shouldn't be hard on a TH9, the challenge I'm trying to overcome is consistently converting those 75%+ raids into 100%.
It's always a good idea to lure. Lightning is OK but could go wrong if you misplace the spell or CC troops split. Is it necessary? Well, it depends on what are you attacking with and what's in the CC. GoWiPe is more vulnerable to CC than GoWiWi since PEKKAs are very slow (one hit every 2.5 sec) and you can bring so few of them. Imagine your PEKKAs is in the middle of the base and 35 archers or a witch or two (with endless skeletons) come out. Those PEKKAs (even with rage spell) would likely die before they can even touch a defensive building given that it has zero support, of course. GoWiWi, on the other hand is better when it comes to dealing with enemy CC because you have witches which could produce mass skellies. But that doesn't mean it's an auto-pass. Things could go wrong if you don't know how to funnel your troops and focus them on enemy CC.
So, here's my recommendation.
1. Lure and kill CC if at all possible.
2. If the lure fail, try to attack from the CC side of the base. You have much better chance dealing with them early on, not when in the middle of the base and being flanked by all defensive buildings.
3. If you know CC is very hard to lure or not worth spending troop space/time, bring ligthning.
4. Wait until everything bunch up. You don't want to mess this up so be patience. If it's witches and you can't bunch them with skellies, zap the witches not the skellies. If the witches survive especially if behind wall, you're dead meat.

I don't think lightning spells are needed at all when using this army, espcially in wars (when there are wizards and witches). You wont destroy all of them with 1 lightning spell so it's not necessary... I usually use 2 rage 2 freeze, 1 jump. Unless I can get thru the middle very easy, in which case I would use 3 rage 2 freeze or 2 rage 3 freeze.
No need to lure.
I see more successful gowipe raids lure I think. I don't use gowipe at 10 yet because I don't have my pekkas maxed, but have seen many a failed raid because cc wizards kill pekkas and ruin it. Lightning doesn't seem to help much, so how do people get round that?
for gowiwi it depends whether the lure is easy or not.
I have been more successful at TH10 gowiwipes when luring CC if possible. this eliminates the need for a possible lightning spell and the risk of pekkas getting taken out while witch/wizard sits behind a wall and protected by core infernos/teslas.
When is cc is used to pull troops to core they all bunch up susceptible to splash damage/giant bombs when attacking cc troops and I have seen it go wrong more than right.
You can use either way that works for you but I say it is much smoother if you can lure efficiently to corner you plan on commencing attack and using a 2-2-3 & AQ back up to deal with enemy troops and then deploying gowipe as normal.
But.. how to lure? Do you "waste" a golem to lure out cc troops?
I used both gowiwi n gowipe.
In my experience, gowipe is a stronger attack (more elixir!). I have 3 starred close to max th10 bases and usually will be able to 3 stars mid level th10.
However, I would prefer gowiwi as I have the option not to lure. The wizs do fine taking out the cc n skeletons.
But if you are using gowipe, it's essential that you lure. I have played against a clan all using gowipe and we got trashed by them. The only thing I learnt is that all of them will lure cc. If they failed in the attempt with Giants n hogs, they will sacrifice a golem to get all your cc out.
Pekkas are very weak against skeletons and cc troops. While their dmg is high, they waste it by attacking the cc troops and you have al the def taking them out.
My opinion is that if you are using gowipe, you have to draw out the cc troops, even if it means to waste one golly.
Bring a few barbs or giants/hogs. I normally don't lure when using GoWiPe unless the CC is on the outside/easily lurable.
Hold on, luring is a must for GoWiPe?! I have to disagree there. I'm only TH9, but I'm pretty sure that the top GoWiPe-ers don't lure as well. Why would you waste a golem luring? Even if my strat included luring I would prefer to keep my golem because it is a large part of the army in terms of size and role. PEKKAs ARE weak to CC troops, thats why you have wiz to follow up with them along with heroes and maybe a CC witch (But more likely a CC golem). The PEKKAs aren't supposed to deal with them alone.
I normally don't lure and don't bring a lightning because the golems soak it up whilst wiz and PEKKA kill CC troops. I can see how a light would be useful for a CC of 2 witches or all archers, but I hardly ever see those CC's cause people want their CC to do dmg not distract (This is in CW btw). For me a light is waste of a spell. Its use is a small niche IMO because having another rage or heal gives more utility in battle. I normally go for 2 rage and 2 heal or maybe 3 rage 1 heal depending on the base. There are are barely any times (If any) where I regret not having a lightning spell.
GoWiWi I have no opinion on because I don't use it and have no clue how it works, the deployment, etc.
Luring always works better than lighting in my opinion. If you have a game-plan to the core, there is no need to use the CC troops to draw you inside. Fighting CC troops and skeleton traps plus heroes in their 'kill-zone' is a nightmare, imagine your highest dps inflicting troops like the PEKKAs and heroes hitting the skellies, cc archers and barbs instead of the townhall and defence. Its just suicidal in my opinion.
Lighting is a waste of spells, plus you may get unlucky and failed to zap cleanly. I will swapped a freeze or a rage spell for that anytime. Defenders are getting really smart nowadays, using 30 - 35 single tier one troops or witches that spawns pesky skeletons in their CC. Of course you may get lucky with the zap and get the 2 stars eventually, but this method just isn't consistent enough. Definitely lure over light for me even if that means sacrificing a golem for the lure. Cheers.
I don't think it's as easy as saying always lure or never lure. It's up to you decide which course of action to take on that particular attack. Drawing them out is not always practical and taking them on inside the walls can ruin the attack if not done right.
When I first started using Gowipe I found attacking cc side and dealing with them early yielded the best results but soon learned was not always the best option. Zapping them should always be considered if a swarm of archers or witches come out. I found out about using a freeze spell on the troops and infernos at the same time by accident, which is a good move in some circumstances but a lot depends on what's in the cc. I failed spectacularly when minions came out and found freezing doesn't work.
It all depends on how the base is set up and what's in the cc.
Yes or otherwise it will ruin your raid.
