Will a base with walls all around the perimeter spawn obstacles?

Not regular obstacles. It might be able to spawn special obstacles (X-mas trees), though. However, the spawn rate will be greatly reduced.

Yes, obstacles can spawn anywhere except within a one square radius around any building (e.g. walls, cannons) to decorations. Notice the white square when placing a building or decoration down.
