Well you farm the gold to upgrade get the elixir to do the Pekka to level 3.
Either way there is no reason not to upgrade. :rolleyes:

You need the troops upgraded to be truly beneficial in war. You are better off in war as a near Max th8 until then. Other than that there's little reason not to upgrade.
