Is there still a loot penalty?

I thought the loot penalty for TH9 attacking TH8 was removed. I have been considering upgrading to TH9 and saw this quote on the upgrade screen "Note: Upgrading will reduce your loot from opponents with town hall 8 and below." Is this still correct or just an oversight on SCs part and they just forgot to remove it?

I don't know how to link to post but if you search for a post titled "Important: Changes To The Loot System" you will find the post that I understood to say they eliminated the loot penalty. Did I misunderstand this?

Sorry, I just re-read the post and found this sentence "Keep in mind, though, that loot decreases based on an attacker being above a defender's Town Hall level will remain unchanged in order to continue to better protect lower level players." I was wrong about the loot penalty being removed. Sorry for the mistake.

Can anyone tell me how the loot penalty work in detail?

The he way I understand it is I am at TH8 and if I attack a TH8 the most I can take from their storages is 300k. If I were at TH9 what is the max I could get from that same TH8?

I looked on the COC wiki and found information saying that if I am a TH9 attacking a TH8 the loot penalty is 10%. So I would only be able to raid 270k instead of 300k from the storage. Is that correct? Does that 10% penalty apply to mines and collector as well, lowering the % I can raid from them from 50% to 45%?

th1-5: up to 20% loot can be stolen from storages, cap 200,000
th6: 18%, cap 200,000
th7: 16%, 250,000
th8: 14%, 300,000
th9: 12%, 350,000
th10: 10%, 400,000

collectors can have 50% of their resources stolen, no cap (drills, 75%)

loot penalty (applies to total loot, not storages/collectors individually);
same/higher th: 100% of expected loot
1 th lower: 90%
2 th: 50%
3 th: 25%
4+ th: 5%

example: th10 can only take up to 315,000 from th9 storages, 150,000 from th8, 62,500 from th7, and 10,000 from th6 and lower

Thanks. That helps a lot. Looks like 1 TH lvl difference doesn't hurt much but 2 or 3 hurts a lot.

Does that same loot penalty apply to the mines and collectors?
