If you have everything else maxed, go ahead and upgrade to TH9.

Ignore the walls. Much more useful to double upgrade in TH9 to legos.
After archer towers and teslas are done, immediately head to TH9.

once you max your defense, it is recommended to go up. you can do the collectors during the 10 day waiting time.
It depends on your play style. If you farm and play actively, it is not necessary.
