Makes very little financial sense to prevent you from storing the maximum amount of resources - Means it takes more gems to fill... no frustration in that for a user at least..
Preventing the use of barracks but allowing the room for more troops in camps makes perfect financial sense cause you will get bored waiting... its human nature - More gems.
Stopping the use of Clan Castle would remove 'Clans' from the game and that would just be beyond silly :)

Upgrading barracks is annoying. I always hated it and I'm glad I'm done with my regular barracks.
As far as why we can't use them during the upgrade? I think that there's two reasons why SC does anything. Game balance and encouraging people to use gems. In fact, forget game balance - they only care about that because if anything get's too OP then the game isn't fun anymore, people quit and stop buying gems. So really everything is about using gems.
